iqdb and tineye failed, but saucenao turned up a hit on the OP pic: it's from Pixiv, and appears to be of a character named Seran-chan from a show called Kouchu Ouja no Mushiking (King of Beetles), based on a CCG/arcade game.

From the ANN listing, there's no Seran-chan in the original Japanese, only in the Italian dub. So most of the google hits on "seran" and "mushiking" are in Italian.
