Nanoha isn't really a normal magical girl show, since most magical girl shows are for little girls and Nanoha was definitely for the otaku guys.

Either way, you forgot Princess Tutu as the post above pointed out. Also some other decent magical girl shows where the outfits and mascots aren't that bad looking:

One show that doesn't seem to get the attention it deserves is Akazukin Chacha. It's aimed at a slightly younger audience, but it's always engaging enough for older folk, and manages to run very clever takes on fairy tales and myths from around the world.

I don't know about the manga but tokyo mew mew wasn't at the level of CCsakura, rayearth or sailormoon. I'm not sure about mermaid melody though it was nicely animated but both had also cheesy elements just like pretty cure and their ugly uniforms/hairdo's (maybe fresh precure is not that cheesy)

I list other not mentioned before which don't seem "ugly" or "too stupid":

I haven't seen twin angel but it doesn't look ugly. And I love akihabara dennogumi's character design but the anime was pretty QUALITY and it should had been better.

Uta-Kata was fine design wise, but I didn't think it was anything to write home about in the other departments (not that it was bad, just kind of boring). Also aside from Pretear and Corrector Yui, all the shows you mentioned were for a male otaku demographic. It's main objectives are different than normal magical girl shows for little girls like the OP pic or Pretty Cure. What mean is the okau magical girl's are designed with a more male taste in mind than a regular shoujo magical girl who is meant to catch the eyes of young girls.

What in your mind are the "cheesy elements" though?

the exact elements you were refering...the ones for a female younger audience. I bet they are made for merchandising purposes (just like gundams are made to be later be made into toys) ut I find them ugly, design-wise. Strangely, CCSakura was made for a younger female audience but managed not to exaggerate in details such as hairdo's, magic weapons or gadgets (it's clamp. they haven't done something that looks like precure's dresses).
